Battery health excellent, says Charging, but won't charge

When I plug my Vaio in, the battery icon in the tray states 0% available (plugged in, charging).  But it does not charge.  It hasn't moved above 0% in a week.

VAIO control center shows the battery health as Excellent.

This seemed to happen all of a sudden.  I hadn't had any battery issues before this began occurring.

Seems like a new battery isn't the solution.  What's the issue?
