Not receiving nor sending my emails

Could someone help me find out why and how to fix this bad glitch which prevents me from receiving and sending email messages?
I have Desktop Dell  4gb RAM; high speed cable; MS Windows10 64bit; Windows Live Mail 2012; MS Word Pro 2003; Mozilla Firefox;  Adobe flash Player.
